Charlie
Duff - Executive Director
Charlie Duff has spent the last
17 years as president and director of local
non-profit organizations specializing in
rebuilding historic buildings and revitalizing
historic neighborhoods in Baltimore. Author
of the Midtown Community Plan, he has been
central in facilitating the revival of
Baltimore’s four central neighborhoods.
Frequent lecturer on Baltimore’s
architectural history at the Walters Art
Museum, he is also an adjunct professor
at the Johns Hopkins University, and the
past president of both the Baltimore Architecture
Foundation and the Patterson Park Community

Linda
M. Harrington - Program Director
Linda Harrington has been working
for Midtown’s parent organization,
Jubilee Baltimore, as Project Manager in
Reservoir Hill since May 2003. Linda is
a native Baltimorean, and grew up in the
Penn North neighborhoods. She comes to
us with an extensive background in homeownership
counseling, mortgage loan processing, mortgage
loan servicing experience etc, and most
recently neighborhood revitalization. You

Sally
Otto - Project Manager
Sally Otto has a varied professional background,
including a variety of regulatory positions
and five years of construction management
experience. Sally is primarily working
with Midtown residents who are doing certified
historic rehabilitations, from design and
construction advice to completing the tax
credit applications and assisting with
any negotiations necessary to get through

Jefferson La Noue- Project Manager
Jeff La Noue has been involved in community planning projects from Africa to Baltimore. Jeff also has previous experience in tourism marketing as well as managing renovations utilizing historic tax credits. For Midtown and Jubilee Baltimore, Jeff manages historic rehabilitations, neighborhood development projects, and marketing initiatives.
