
The Healthy Neighborhoods Initiative Homeowner
Rehabilitation Loan Program makes
available low interest loans to homeowners
residing on the target blocks of
the communities selected. For Midtown,
this is the 900 to 1300 blocks of
Calvert Street and the 100 to 200
blocks of East Biddle Street. The
loans are intended to encourage homeowners
to invest in visible, standard setting
exterior repairs and value enhancing
interior improvements and upgrades.
The Baltimore City Department of
Housing and Community Development
administer the program, and the staff
at Midtown Development is happy to
assist you in applying and negotiating
the regulatory landscape. To be eligible
for the Healthy Neighborhoods Loan
Program, you must be an owner-occupant
of a house in the designated blocks,
or purchasing a property for your
primary residence, be able to repay
the loan and meet the loan underwriting
guidelines. Contact

Many
of the residential properties in the
targeted
neighborhoods qualify for a 20% Historic
Rehabilitation Tax Credit from the Maryland
Historical Trust and a property tax freeze
from the Baltimore City Commission for
Historic
and Architectural Preservation (CHAP).In
addition, commercial properties may be
eligibile
for an additional 20% tax credit from the
National Park Service. The Midtown Development
Corporation can assist property owners
in
planning, organizing, and filing the applications
for these valuable tax credits. Please
