Charles Duff

President

Charlie is an experienced developer and planner and an authority on Baltimore’s architecture and development.  In more than twenty-five years of non-profit development work in Baltimore, Charlie has led a team that has built or rebuilt houses and apartments for thousands of Baltimoreans. Author of the Midtown Community Plan, he has been central in facilitating the revival of Baltimore’s four central neighborhoods. Charlie is a frequent lecturer on architectural history at the Walters Art Museum and the Johns Hopkins University.

Linda Harrington

Deputy Director

Linda Harrington has extensive background in neighborhood revitalization and mortgage lending services.  She provides technical assistance to new and existing homeowners with purchasing, refinancing and renovation projects.  She administers the Healthy Neighborhoods loan program and assists neighborhood groups with block projects, capital projects, organizing, planning and marketing efforts.

Talya Constable

Director of Resource Development

Talya Constable serves as the Director of Resource Development for Midtown Development and Jubilee Baltimore.  She leads the effort to raise both operating support and project capital, and she has raised more than $600,000 in the past two years for projects developed by others.

Patricia Adams

Project Manager

Patricia Adams manages all historic tax credit work. She works with city and state historic tax credit clients doing certified historic rehabilitations. Ms. Adams has significant experience in construction management and property management.

Judy Lynch

Office Manager

Judy Lynch has served as the Office Manager for Midtown Development and Jubilee Baltimore since 2001.  Ms. Lynch oversees the day to day management of the office as well as related personnel issues.
