Building on a Plan

Midtown Development Corporation is the development arm of the Midtown Community Benefits District.  Our mission is to make the five Midtown neighborhoods – Bolton Hill, Charles North, Madison Park, Mt Vernon and Seton Hill – neighborhoods of choice.  We renovate buildings and provide development assistance to property owners.

Midtown Development is a private, not-for-profit corporation with a volunteer board of directors.  Professional staff is provided through a service contract with Jubilee Baltimore, Inc., an experienced multi-neighborhood nonprofit community development corporation.

Midtown Development grows out of the effort that produced the Midtown Community Plan.  Two hundred volunteers worked for 18 months to produce an award-winning set of recommendations – and then organized Midtown Development to accomplish what the Plan recommended.

The core of Midtown Development is what we call the “One-stop Shop” for new homeowners and renovators.  We help people to shop for houses, to design renovations, to find and work with contractors, to finance purchase and rehab, and to meet their neighbors.  Since our founding in 2000, we have brought about the renovation of more than 100 Midtown buildings with a total value in excess of $25 million.

We can help homeowners and renovators with two important kinds of financial assistance:

  • Healthy Neighborhoods Loans
    We are proud to be one of the organizations that participate in the work of Healthy Neighborhoods, Inc., Baltimore’s community-development loan pool.  Through Healthy Neighborhoods, we are able to offer below-market mortgage loans to homeowners who wish to renovate their houses.  Healthy Neighborhoods also supports several community “block projects” every year in Midtown, and we have used Healthy Neighborhoods capital grants to help neighbors create spectacular gardens and fountains in Eutaw Place and Seton Hill.
  • Historic Tax Incentives.  
    Baltimore and Maryland offer the best package of historic tax incentives in the nation, and we are expert at getting historic tax credits – state, federal, and city – for our clients.  Almost every building in Midtown is eligible for historic credits and/or other incentives.  So far, Midtown Development has speeded and improved the revival of Midtown by bringing more than $25 million in historic incentives to Midtown renovation projects.
